Since joining ADM as a senior executive in 2007, he has held several key leadership roles, including oversight of the Lotto, lotteries, Enalotto and Bingo divisions, as well as regional monopoly offices. Artificial Intelligence is no longer just an operational tool, but a strategic infrastructure. In the public gaming sector, AI is profoundly reshaping business models, risk management, regulatory compliance, customer experience and the overall sustainability of the ecosystem.
In an increasingly competitive market under growing regulatory pressure, AI represents a decisive lever to improve margins, prevent fraud, strengthen responsible gaming and build trust with both regulators and players.
At the same time, it introduces new responsibilities: algorithm governance, transparency, bias management, cybersecurity and data protection.
This keynote will explore how AI can become a systemic competitive advantage for gambling operators, which strategic risks cannot be ignored, and what role regulators and authorities will play in a sector that is becoming increasingly algorithm-driven.
The objective is not to talk about technology, but about industrial leadership in a data-driven era.

I oversee BetBuddy, our award-winning AI-driven behavioural analytics platform, while coordinating cross-functional initiatives across our global operations in 20+ regulated markets.
Previously, as Chief Policy Officer, I directed Playtech’s international public affairs, successfully influencing gambling legislation across multiple jurisdictions in Europe and Latin America.
From 2007 to 2016, I served as Italy’s online gambling regulator, developing the first comprehensive regulatory framework for online gambling in Europe. During my tenure, Italy became the world’s second-largest regulated online gambling market.
With over 30 years of experience spanning technology, regulation, and public affairs, I have consistently worked at the intersection of innovation and responsible practice. I engage with policymakers and industry stakeholders globally, having shaped regulatory frameworks and industry standards across numerous markets.
My career progression from early digital transformation roles in the 1990s, through regulatory leadership, to policy advocacy, and now sustainable gambling leadership reflects my commitment to leveraging technology and policy to create positive industry change whilst prioritising consumer protection.
I regularly speak at international conferences and work with academic institutions to advance evidence-based approaches to sustainable gambling practices.

The EU AI Act and its prospective impact on sports betting integrity
The EU AI Act could significantly affect AI-driven sports integrity monitoring, enabling sportsbook operators to more thoroughly profile bettors, unusual patterns, and relevant suspicious behaviors, as well as closely monitor athletes and referees and analyze global betting data pools to detect manipulation across markets. However, large-scale monitoring of individuals through powerful AI tools poses concerns under the fundamental rights protections embedded in the EU AI Act, such as player profiling and risk assessment, and how this activity intersects with automated decision-making restrictions under GDPR rules. The line is very thin: where do we draw it?

Stefano Tino has been in the gaming industry since 2012, driven by a strong passion for gaming to the extent that he dedicated his academic dissertation to the casino industry.
Over the years, he has worked in several gaming companies, contributing to the success of multiple projects across different regions, including Italy, Africa, and South America.
He joined Betsson in 2021 as Managing Director of the Italian operations, where he almost tripled revenues for Starcasino.it and led its growth into the Group’s largest business within a regulated market. During this period, he also successfully launched Betsson, the Group’s flagship brand, in the Italian market.
As of January 2026, he holds the role of Managing Director Southern Europe, expanding his responsibilities to include the management of several European markets.
